Dehradun – In a bold step to eliminate procedural lag, the Uttarakhand Revenue Council has issued a sweeping directive to streamline land‑mutation processes and boost the performance of subordinate revenue courts throughout the state.
Fast‑Tracking Pending Mutation Cases
Revenue Council Commissioner and Secretary Ranjana Rajguru reviewed the status of dakhil‑kharij (mutation) matters across every district and examined the caseload of revenue courts. She instructed Assistant Collectors (First Class), tehsildars, Naib Tehsildars and related officials to dispose of back‑log cases strictly in line with the prescribed rules and timelines.
Presiding officers were urged to adjudicate each mutation case on its merits, applying the relevant statutes so that citizens are not subjected to unnecessary delays.
Ensuring Up‑to‑Date Court Registers
The Council stressed that each revenue court must keep comprehensive, well‑organized registers. Current records enable swift verification of a case’s status and help avoid procedural setbacks.
Files of concluded matters must be transferred to the record rooms within the stipulated period, guaranteeing that original documents are readily available for appellate review.
Timely Service of Summons
Officials received an explicit instruction to serve summons issued by revenue courts within the legally mandated timeframe. Special emphasis was placed on Haridwar and Udham Singh Nagar districts, where officers were warned against any laxity in serving summons for mutation‑related matters.
Introducing a Statewide ‘Mutation Day’
To further hasten the clearance of pending mutation work, the Council will inaugurate a statewide ‘Mutation Day’ starting next month. Rajguru asked the presiding officers of all tehsils to finalize logistical arrangements well before the inaugural day.
The initiative is designed to make mutation disposal more time‑bound and transparent, providing much‑needed relief to landowners awaiting title updates.
