Dehradun. On Saturday, Chief Minister Pushkar Singh Dhami authorized a direct‑benefit transfer of ₹18.49 crore into the bank accounts of 10,709 eligible construction labourers under the Uttarakhand Building and Other Construction Workers Welfare Board schemes.
Speaking from his official residence, Dhami highlighted the pivotal role that construction workers play in the state’s growth. He instructed departmental heads to guarantee that eligible workers and their dependents receive timely access to education, health, nutrition and social security benefits, with full transparency.
The chief minister also emphasized immediate medical attention for any worker diagnosed with illness during routine health screenings. He called for close coordination between the Labour and Health ministries to ensure prompt referral and treatment.
With the festive period approaching, Dhami urged all agencies to intensify public‑welfare activities, focusing especially on children’s education, family nutrition, women’s health and workplace medical facilities.
The latest DBT batch includes 95 maternity assistance beneficiaries, 177 post‑mortem assistance beneficiaries, 2,354 recipients of daughter‑marriage aid, and 8,083 beneficiaries of education support.
Officials also updated the CM on the integrated welfare model for construction workers and their families. To date, 33,429 educational kits, 26,674 hygiene kits and 23,216 nutrition kits have been handed out, bringing the total distribution to 83,319 kits.
Under the Shramik Health Scheme, workers have undergone 20,527 health screenings and 232,281 diagnostic tests. Dhami expressed satisfaction, noting that early detection has helped identify serious conditions promptly.
LCCMS Records 47.21% Surge in Cess Collection
The session also reviewed the performance of the Labour Cess Collection Management System (LCCMS). The digital platform, which earned the SKOCH Gold Award for e‑Governance in 2025, has been highlighted in the Government of India’s Best Practices Compendium.
To date, 21,200 establishments have registered online, and cess collection has risen by 47.21%. Officials suggested that LCCMS could serve as a replicable model for other states.
Representatives informed the CM that the Uttarakhand Shramik Health Scheme received commendation at a national Building and Other Construction Workers conference in Mumbai, with delegations from West Bengal, Delhi, Madhya Pradesh and Chhattisgarh showing interest in adopting the framework.
The scheme’s mobile medical units deliver on‑site health checks, consultations and referrals, positioning the initiative as a scalable solution for worker welfare.
Dhami directed continuous monitoring of beneficiary coverage at the district level, ensuring that remote‑area workers are not excluded from any scheme.
Present at the programme were State Advisory Contract Board Chairman Kailash Pant, Vigilance Committee Chairperson Geeta Rawat, Vice‑Chairperson Mohini Pokhariya, Welfare Board Chairman Dr. Shridhar Babu Adanki, Secretary Prakash Chandra Dumka, along with senior officials from the Labour Department and the Welfare Board.
